DUTIES:
This is a unit bargaining position.

Work Schedule

: Monday- Friday, 8:00am - 4:30pm and may work some evenings and weekends.

Duties

:

The psychologist serves as a staff
psychologist for the Home Based Health Care program (HBPC) as well as providing mental health care at the North Olympic
Peninsula Community Based Outpatient Clinic (CBOC) of VA Puget Sound Health
Care System.

T! his
psychologist will be a member of the HBPC program and Mental He! alth Primary Care Programs. HBPC duties will include: providing comprehensive,
interdisciplinary primary care services in the homes of veterans with complex,
chronic, and disabling disease.

In addition to

primary care interventions, HBPC
provides palliative care, rehabilitation, disease management, and care
coordination services.

HBPC targets
veterans in advanced stages of chronic disease, particularly those at high risk
for recurrent hospitalization or nursing home placement.

O

utcomes
expected of HBPC programs include effective management of chronic disease and
reduction of inpatient days and total cost of care.

HBPC teams include representatives from
medicine service, nursing, pharmacy, social work, rehabilitation, dietetics,
and psychology.

The psychologist will
devote a minimum of 50% of their overall time to the HBPC program

which includes travel to Vete! ran homes. The
remaining 50% time will be devoted to providing mental health care to veterans
within the Primary Care program at the Port Angeles CBOC. Duties related
to primary care will include working with the Primary Care Mental Health
Integration team based at the Port Angeles clinic. In this role the
psychologist works with the primary care providers and the embedded psychiatric
ARNP to provide psychological services using the Co-located Collaborative Care
model. This model focuses on rapid access, use of short-term therapies, to
stabilize the patient and return to the primary care provider for routine
follow-up care. In this role, the psychologist will also work with
Tele-Mental Health services that will be provided to this clinic to help
augment specialty mental health care delivery into this site.

Clinical
Responsibilities

(1)

Provides
psychological assessment and diagnostic services for! Veterans with a broad
range of psychopathology receiving care with! in the

HBHC
setting, including services for patients with complex psychopathology requiring
advanced psycho-diagnostic skills

within
the HBPC and MHPC settings.

(2)

Demonstrates
expertise in using and contemporary interview and psychometric assessment
methods for mental disorders and/or behavioral health conditions.

(3)

Provides
education to patients and family members regarding mental disorders and best
practices approaches to treatment.

(4)

Provides
evidence-based psychotherapeutic interventions as indicated and appropriate for
the specific job setting and duties of the psychologist, which may include
individual, family, and group psychotherapy and psychoeducation.

(5)

Provides
consultation to health care providers about assessment findings and treatment
plan for patients to ensure that care is coordinated, collaborative, and
integr! ated within the Medical Center.

(6)

Develops,
implements, and documents the mental health treatment plan for an assigned
caseload of patients, as indicated and appropriate for the specific job setting
and duties of the psychologist.

(7)

Complies
with all Service Line documentation requirements, including standards for timely
completion of CPRS patient contact notes, use of required documentation
templates, clinical reminders, treatment plans, and risk assessment protocols.

(8)

Adheres
to all Facility and Service Line policies and practices for delivering clinical
care, including but not limited to risk assessment and reduction practices for
potentially dangerous behavior (suicide and violence), timeliness of care and
access standards, professional conduct requirements, and CPRS documentation
conventions.

Administrative
Responsibilities

(1)

Assists! the Team Leader and/or Program
Director in the design, development! , and implementation of clinical assessment
and/or intervention programs.

(2)

Adheres to operational policies and
procedures for the treatment team, established by the affiliated Team Leader, Program
Director, and/or Service Line Leader.

(3)

Assists the Team Leader and/or Program
Director in the execution of ongoing program evaluation and data-driven quality
improvement projects to monitor the effectiveness of the clinical program.

(4)

Facilitates liaisons with other health care
programs in order to effectively coordinate services.

(5)

Complies with national and local performance
measures and facilitates organizational success on these measures at the team
level.

(6)

Complies with all Facility and Service Line
policies and expectations concerning administrative practices, including but
not limited to leave authorization, responding to Suspense it! ems, and completing
TMS educational requirements.

(7)

Attends and participates in administrative
and informational meetings held by the Psychology Chief/Deputy Chief, Service
Line Leader (or designee), Chief of Staff, and/or Facility Director.

(8)

Attends monthly Psychology Service Staff Meetings;
Psychology Training Faculty Meetings; and participates in the Psychology
Service biannual competency review process (OPPE and FPPE), periodically serving
on the Psychology Service Clinical Pertinence Review Committee.

(

9)

Maintains current knowledge of, and
practices in accordance with, Joint Commission requirements.

(10)

Protects printed and electronic files
containing sensitive data in accordance with provisions of Federal privacy acts
and confidentiality statutes. Follows regulations and instructions regarding
release of sensitive or protected patient or emp! loyee information.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
·

U.S. citizenship

·

English language proficiency (written and spoken)

·

Physical standards - All applicants must meet the physical standards for the position. A physical examination prior to employment may be required.

·

Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA).

The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.

·

Have successfully completed a professional psychology internship training program that has been accredited by APA.

·

Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Colum! bia.

Exception

:

The Secretary may waive the requirement of licensure for an individual psychologist for a period not to exceed 2 years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is so licensed.

Non-licensed psychologists who otherwise meet the eligibility requirements may be given a temporary appointment as a graduate psychologist under the authority of 38 U.S.C. § 7405 (a) (1) (D).

Failure to obtain licensure during that period is justification for termination of the temporary appointment.

This may result in termination of employment.
