The Program Manager for the Behavioral Health Interdisciplinary Program (BHIP) teams in the Mental Health Clinic (MHC) at the American Lake Division of the VAPSHCS. The VAPSHCS is a multi-site medical center that includes a major-medical facility in Seattle, WA, outpatient and residential facilities at the American Lake division in Tacoma, WA and seven Community Based Outpatient Clinics (CBOC's) spread throughout the Puget Sound area.

The goal of the BHIP is to build effective, interdisciplinary outpatient mental health teams which provides most of the mental health care necessary for a panel of assigned Veterans over time. Individuals designated as Program Managers have broad program management responsibilities which include the operation and management of key clinical, training, and/or administrative programs. Responsibilities include the development and implementation of programs, policies, and procedures for the functioning of the BHIP teams; oversight of administrative and programmatic resources; assure all BHIP staff adhere to all current VHA directives related to BHIP; and monitoring of outcomes using a data-driven quality assurance process. Decisions made affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. Such programs deliver specialized, complex, and highly professional services that are important program components of the medical center and significantly impact the health care provided to Veterans. Supervisory psychologists have supervisory responsibility for subordinates, as well as line and staff authority for resource allocations within the area of responsibility and ensure the efficient operation of the organizational unit. Responsibilities include the supervision of staff, professional management, and administrative responsibilities

Psychiatrist: U.S. citizenship, Degree of doctor of medicine or an equivalent degree resulting from a course of education in osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Select the one statement that best describes the education that you possess. you Licensure and Registration - Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA Educational requirements. . Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA Physicians involved in academic training programs may be required to be board certified for faculty status.) Select the one statement that best describes the education that you possess. Those approved by the accrediting bodies for graduate medical education, the Accreditation Council for Graduate Medical Education (ACGME) or American Osteopathic Association (AOA), in the list published for the year the residency was completed, or other residencies or their equivalents which the local Professional Standards Board determines to have provided an applicant with appropriate professional training and Proficiency in spoken and written English.

Nurse Practitioner: NIII: U.S. citizenship, RN licensure, health standards, education (graduate of a National League for Nursing Accrediting Commission [NLNAC] or Commission on Collegiate Nursing Education [CCNE] accredited school of nursing), English language proficiency and references. BSN required; Master's degree required; national certification as Psychiatric/Mental Health Nurse Practitioner. Licensed in Washington State as an ARNP with prescriptive authority. Two or more years' experience as an Advanced Practice Nurse working with Psychiatric Patients.

Psychologist: GS-14 Psychology Program Manager At least 3 years of experience as a professional psychologist, with at least one year equivalent to the GS-13 level and Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:

1. Ability to organize work, set priorities, delegate tasks, and met multiple deadlines.
2. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
3. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
4. Skill in managing and directing the work of others to accomplish program goals and objectives.
5. Ability to translate management goals and objectives into well-coordinated and controlled work operations.
6. Ability to establish and monitor production and performance priorities and standards.
7. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
Social Worker: GS-13 Program Coordinator: At this grade, Social Worker Program Coordinators manage the administrative and clinical aspects of a major specialty treatment program, such as PTSD, Substance Abuse Treatment Program (SAW), Home-Based Primary Care (HBPC), etc., or a combination of programs located at one facility or multiple divisions of a facility. They have responsibility for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria for the program. They may also supervise employees assigned to the program. Demonstration of the following KSA's is required:

1. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
3. Ability to supervise multidisciplinary staff assigned to the program.
4. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).
5. Ability to provide training, orientation, consultation and guidance within clinical specialization of practice.

Physical Requirements: The physical demands of this position involve primarily walking, talking, use of the telephone, etc. Strenuous physical activity is not required although the incumbent is expected to withstand pressure and stress as part of their day-to-day activities.
