The Department of Psychiatry & Behavioral Sciences currently has an outstanding opportunity for a Budget/Fiscal Analyst Lead in its Research Post-Award Service Team.

This Department joined administrative services with the Department of Neurology to form Service Teams, one of which is the Research Post-Award Service Team. The Team is also available to provide services to other departments as needed. At this time the Team’s total portfolio of awards includes supporting 105 principal investigators with approximately! 500 awards from almost 375 different sponsors (NIH counted only once). The Budget/Fiscal Analyst Lead position is responsible for post-award technical management for a subset of principal investigators and includes all post-award matters from award through final close out.

This position focuses on budget set-up, subcontract and sub-budget set-up, purchasing review, salary distributions and oversight, cost share management, cost transfers, extension requests, budget projections, and closeout. This position is responsible for budget evaluation, interpretation, and reporting using complex Sponsor, University and Departmental policies, procedures and rules. This position works closely with faculty to ensure project success while maintaining records and actions which withstand audit and follow compliance guidelines. Under general direction of the Research Post-Award Manager, this position provides higher level fiscal analysis and reporting for sponsored projects includ! ing planning, interpreting and review of budgets to achieve project goa! ls.

This position is responsible for assisting in evaluating financial alternatives and recommending appropriate action, in establishing and maintaining comprehensive fiscal record systems, and in recommending and implementing changes. This position is responsible for 160 budgets for 28 principal investigators and includes directing post award related activities of approximately nine staff who support the various research programs. DUTIES AND RESPONSIBILITIES: Prepare budget reports and budget files following departmental guidelines including budget projections and documentation requirements. Forecast fiscal needs and commitments; identify and interpret situations that may impact projects and suggest options, both to the Principal Investigator and Department Leadership.

Conduct analyses and develop project planning documents in support of the project goals. Develop, modify, and maintain monthly electronic expenditure reports for research-related budgets. M! eet with research faculty to manage budgetary aspects of research projects. Ensure compliance with all regulations and policies pertaining to grant and contract budgets.

Expedite, OSETs, expense transfers, no cost extension requests, invoices, and grant closure documentation as needed for optimal management of each budget. Stay abreast of the latest management tools, fiscal policies, and compliance issues. Maintain salary distributions; prepare payroll change documentation and file with payroll team according to established methods. Advise on allowability and work with Finance Team to facilitate purchases and other expenditures and reimbursements.

Consult with Sponsors, OSP and GCA regarding post award compliance and changes to awards, sub-contracts, and research agreements. Maintain project continuity by obtaining extensions or advance budgets, as allowable. Resolve problems and assist in obtaining approvals for deviations from authorized procedures or ex! penditures; advise and assist faculty. Review and utilize comprehensive! grants management database to document, track and analyze grant and contract budgets, funding sources, award information, and funding trends.

Maintain and provide data as needed for on-line budget reporting (using Post Award Database (PAD). Collaborate with members of the other service teams including Research Pre-Award, Finance Operations and Human Resources/Systems to make sure that all matters related to research administration are carried out timely with full and seamless service to the faculty. This may include cross training particularly with Pre-Award. Serve as the subject matter expert related to post-award matters in a lead capacity both with the faculty this position supports and staff in the Department’s satellite programs for consistency and continuity.

Evaluate and make recommendations to the Research Post-Award Manager for ongoing process improvement and development of procedures to meet the departmental grants and contracts administrat! ion goals and mission. Maintain electronic files in a timely and accurate manner by following all naming protocols and timing requirements Compose correspondence and prepare reports as requested and as necessary. Follow established guidelines and prepare budget reports and projections according to established methods. Meet with principal investigators at regularly agreed to intervals.

In the event that expenditures on a project appear to be heading into overdraft status, communicate this quickly to the Post-Award Manager and the Principal Investigator. Requirements: Bachelor's Degree with major study in accounting, business administration, or related field and two years of work experience as a Fiscal Specialist, or equivalent ! combination of education and experience. Additional Requirements: â€Â! ¢ Two years of experience in grant and contract post-award administration. • Intermediate level proficiency and experience with Excel, Word, Adobe Acrobat and Access • Math aptitude • Ability to work with multiple researchers and projects with competing deadlines • Ability to maintain productive working relationships with a wide variety of individuals while maintaining a customer service orientation • Ability and willingness to communicate compliance issues clearly. • Ability to prepare and maintain confidential information • Well-honed organizational and planning skills • Strong work ethic as well as critical thinking and problem-solving skills • Ability to work as part of a team and contribute to process efficiencies, and improvements.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. Desired: 3 years of! experience related to post award grants management. • Completion of Fundamentals for Grant and Contract Management and Grant and Contract Fiscal Administration I and II • Working knowledge of OMB Circular A-21and A-110 for federal requirements; and UW Cost Accounting Standards for sponsored agreements • Knowledge of UW Grants Information Memoranda (GIMs) • Experience and proficiency with, OPUS, SAGE, Faculty Effort Certification and My Financial.Desktop • Clinical Research Budget and Billing training • Familiarity with Clinical Research Effort Policies • HIPAA Certification Condition of Employment: Position is located off-campus in the 45th Street Plaza building Position may require occasional travel to and from different locations across campus and other sites such as Seattle Cancer Care Alliance, UW Medicine at South Lake Union, Harborview Medical Center, and UWMC Roosevelt.
