Eastern State Hospital (ESH) is located in the citiy of Medical Lake, 20 minutes southwest of Spokane, Washington. Spokane is an urban setting of approximately 400,000 people. The majority of hospital staff commute from Spokane. Spokane's health care system serves citizens in eastern Washington as well as Idaho and Montana. Eastern State Hospital's CEO participates in the Northeastern Washington Ho! spital Council, a group of CEOs from the community hospitals. ! Eastern State Hospital is the state psychiatric hospital serving adults from 20 eastern Washington counties. The hospital is Joint Commission accredited and certified by the Centers for Medicare and Medicaid Services. The hospital has three patient care units: Adult Psychiatric Unit (91 beds) serving adults age 18 to 49 who have been committed under the involuntary commitment act (civil), the Geropsychiatric Unit (101 beds) serving adults age 50 and over, those who have serious medical conditions and persons who have a co-occurring developmental disability who have been civilly committed; and the Forensic Services Unit (95 beds) serving those persons who have been committed as not guilty by reason of insanity or who are committed to the hospital by a criminal court for competency ! evaluation or restoration.
Eastern State Hospital has close community partnerships with the Regional Support Networks (RSNs) who are responsible for the provision of mental health services to persons in the community. Hospital staff meet regularly with the RSN Consortium and visit the communities we serve.
The hospital is a partner with multiple institutions of higher education, including the University of Washington, Washington State University, and others, providing internships and rotation opportunities for students and providing faculty appointments to ESH professional staff.
As a member of the Western State Psychiatric Hospital Association, ESH is linked to state psychiatric hospitals throughout the west. The relationship is close and collegial with an annual meeting to share best practices (such as reduction of seclusion and restraint, decreased patient falls) and challenges, including hiring of professional staff (e.g. psychiatrists, psychologists, etc). !

Duties:
POSITION OVERVIEW: ESH is part of Washington State's Department of Social and Health services Behavioral Health an dService Integrations' Division of State Hospitals. Reporting to the Director of the Division of State Hospitals, the Chief Executive Officer (CEO) is responsible for the overall strategic direction and oversight of a psychiatric hospital with over 700 employees that provides inpatient care to approximately 300 patients.
DUTIES:
This position plans, organizes, directs, controls, and evaluates all hospital programs and activities to assure delivery of the highest quality mental health patient care consistent with evidenced based practice! and resources available. The incumbent is the ultimate policy decision-maker and advocate for Eastern State Hospital. As the hospital's appointing authority, the CEO has delegated authority and responsibility to take personnel actions on all issues involving the employees of Eastern State Hospital. Other key responsibilities include:
Planning, organizing, supervising and evaluating all hospital programs and activities; maintaining accreditation, certification, and compliance with standards of The Joint Commission and Centers for Medicare and Medicaid Services standards and all other regulatory/accrediting bodies for various hospital services. Patient care and staff and patient safety; overseeing the formulation and implementation of hospital policies and procedures. Directing, supporting, and evaluating the managers who administer hospital programs and supervise hospital employees. Responsibility for fiscal management and oversight of the biennial hospital budget (near! ly $58.2 million annually) working in conjunction with financial manage! ment, clinical leadership, administrative department heads, mental health systems, and the Behavioral Health and Service Integration Administrations' Division of State Hospitals (including Western State Hospital and the Child Study and Treatment Center. Facilitating and coordinating hospital services with other Behavioral Health an dService Integration Administrations' Divisions and Department of Social and Health Services administrations and facilities, community mental health programs, and Regional Support Networks. Maintaining strong working relationships with public safety organizations; state and local government officials; city and county prosecutors' offices, local hospitals, labor organizations, colleges and universities, community agencies and the public media; reviews written correspondence to family members, local citizens and constituent services.
Qualifications:
The most successful candidate will be a dynamic, professional, and passionate ad! vocate with a reputation for innovation, leading through challenging situations, energizing change, and sustaining improvements. We are most interested in candidates with extensive experience in public mental health or other in-patient community services. Serving as the chief spokesperson for the organization, this person must have superb interpersonal and communication skills. The ideal candidate will be an inspiring public leader, who possesses the ability to coach and lead staff in an environment that fosters safety, creativity, teamwork, a commitment to excellence, mutual respect with the capability to build effective relationships with labor organizations representing hospital employees. A business savvy healthcare executive with demonstrated fiscal accountability as well as the ability to build and maintain effective relationships with staff, families, the community and key stakeholders is essential in this role. A Masterâs degree or higher in Health Care Administra! tion, Business Administration or a related healthcare field is strongly! preferred.
Supplemental Information:
The ESH CEO should be involved in the greater Spokane Community and community activities, and have a good understanding of relationships required between various agencies, both State and Private. The CEO must establish and foster relationships with local universities and colleges, and support the programs regarding healthcare and how they improve hospital care. Interaction with both City government and State Legislators is necessary to provide them knowledge about the hospital and its operation. This position serves at the pleasure of the Secretary of the Department of Social and Health Services and is exempt from civil service law. Salary will be negotiated based upon the candidate's experience and qualifications.
