Human Resource Generalist Services
Introduction
The Mandan Park District (MPD) is soliciting proposals from human resource professionals, retirees, or consultants qualified to perform and interested in providing human resource services for MPD as an independent contractor.
The MPD anticipates the need to outsource human resource services for part time services on an hourly basis as needed averaging approximately 5 to 10 hours a month. The Mandan Park
District currently employs 23 full-time employees and an average of 100- 200 part time employees during our core season of operation.
Interested and qualified parties who have demonstrated their ability at comparable work are invited to submit proposals and resumes.

The Mandan Park District reserves the right to accept or reject any or all proposals, to waive any irregularities, to select the proposal best suited to the needs of the park district, and/or to hold all proposals for a period not to exceed sixty (60) days. Scope of Service
MPD is seeking a consultant to perform the full range of services related to the human resource functions. This includes, but is not limited to:
- Assist MPD in complying with human resource laws and regulations related to federal and state laws regarding benefits, compensation, and other employment issues.
- HR Administration including but not limited to: o Managing benefit plans, communication with employees. o Continued compliance with the Affordable Care Act and other benefit plan regulations. o Assist in the development and implementation of personnel policies. o Maintain/update the employee handbook. o Maintain full time employee records and personnel files. o Administration of new hires including employee orientation, new hire reporting online, background and drug testing.
- Direct the hiring of full time staff: o Manage job postings o Schedule interviews o Assist the hiring manager with the interviews o Contact references
- Compliance o Provide continuing training on issues including but not limited to harassment and labor laws. o Monitor compliance with federal and state laws regarding all human resource issues on an ongoing basis,
- Employee relations. o Serve as the contact for employees with concerns or issues.

NOTE:
This Request for Proposal (RFP) for Human Generalist Services does not obligate the
Mandan Park District to award a contract or complete the proposed project. The MPD reserves the right to cancel the RFP if it is considered to be in our best interest. Proposals must be clear, concise, and accurate. Proposals that are difficult to follow or do not conform to the RFP format as identified above may be rejected at the discretion of the
MPD. The MPD reserves the right to change or modify any provision in the RFP.
