The incumbent serves as a clinical
social worker for the Mental Health Intensive Case Management Program at the
American Lake Division in Tacoma, Washington, VA Puget Sound Health Care
System. The social workerÂ' s primary duties involve provision of community
based advanced level case management interventions along with individual and
family psychotherapy used in the treatment of Veterans with a wide array of
serious and persistent mental health diagnoses including but not limited to
psychotic, anxiety, mood and adjustment disorders, post-traumatic stress
disorder, substance use disorders, polytrauma injuries, traumatic! brain
injuries, visual impairment, and other serious mental health disorders.
An Independent License Clinical Social Worker is preferred.
Clinical Responsibilities
(1) Provides comprehensive mental health and
psychosocial assessment and diagnostic services for Veterans with a broad range
of mental health issues receiving care within the Mental Health Intensive Case
Management Program, including services for patients with complex psychopathology
and psychosocial needs requiring advanced diagnostic and intervention skills.
(2) Demonstrates expertise in using and contemporary interview and psychometric
assessment methods for mental disorders and/or behavioral health conditions.
(3) Provides education to patients and family members regarding mental
disorders and best practices approaches to treatment.
(4) Provides evidence-based psychotherapeutic interventions as indicated and
appropriate for the ! specific job setting and duties of the social worker, which
may inc! lude individual, family, and group psychotherapy and psychoeducation.
(5) Provides consultation to health care providers
about assessment findings and treatment plan for patients to ensure that care
is coordinated, collaborative, and integrated within the Medical Center.
(6) Develops, implements, and documents the mental health treatment plan for an
assigned caseload of patients, as indicated and appropriate for the specific
job setting and duties of the social worker.
(7) Coordinates community-based services, including information and referral
for additional services from other VA programs, other government programs, and
community agencies.
(8) Possesses general knowledge of VeteransÂ' benefits and services relating to
special programs, service connected compensation, and non-service connected
pension. Facilitates referrals based upon VeteransÂ' needs and eligibility.
(9) Independently collaborate! s in identifying and addressing ethical issues
that impact patients and staff[ including initiating and participating in
ethical consultations. Maintains complete Veteran confidentiality. Analyzes
ethic all care issues, applying appropriate theoretical principles and ensures
application of institutional policy. Provides considerate care, respecting
Veteran/family and staff personal values and belief systems.
(10) Develops working relationships with the community and VA providers to whom
referrals are most often made and becomes knowledgeable with what community and
VA resources are available to Veterans (i.e., related to housing, work
readiness, food, financial, independent living skills, leisure skills, social,
healthy living resources).
(11) Refers Veterans to a wide variety of community and VA housing resources,
maintains the relationships with those respective facilities/agencies,
facilitates inter agenc! y communication and care conferences as needed and
provides dischar! ge planning for Veterans that maintains a continuity of care.
(12) Complies with all Service Line documentation requirements, including
standards for timely completion of CPRS patient contact notes, use of required
documentation templates, clinical reminders, treatment plans, and risk
assessment protocols.
(13) Adheres to all Facility and Service Line policies and practices for
delivering clinical care, including but not limited to risk assessment and
reduction practices for potentially dangerous behavior (suicide and violence),
timeliness of care and access standards, professional conduct requirements, and
CPRS documentation conventions.
(14) Achieves minimal clinical workload expectations as established by the
Service Line.
(15) At the GS-11 level, social workers are licensed and function independently
as a member of the Mental Health Service. Social workers at this grade
additionally assume indep! endent professional responsibility for their clinical
assessment findings, patient care decisions, and documentation.
(16) Other clinical responsibilities: Tour of duty may include work on
Saturdays and extended hours during the week.
(17) Complete Training in the Psychiatric Emergency Room (PBS) and then be
placed on the PBS MSW Coverage Pool covering shifts for nights, weekends and
holidays.
Administrative Responsibilities
(1) Assists the Team Leader and/or Program
Director in the design, development, and implementation of clinical assessment
and/or intervention programs.
(2) Adheres to operational policies and procedures for the treatment team,
established by the affiliated Team Leader, Program Director, and/or Service
Line Leader.
(3) Assists the Team Leader and/or Program Director in the execution of ongoing
program evaluation and data-driven quality improvement projects to! monitor the
effectiveness of the clinical program.
(4) Fa! cilitates liaisons with other health care programs in order to
effectively coordinate services.
(5) Complies with national and local performance
measures and facilitates organizational success on these measures at the team
level.
(6) Complies with all Facility and Service Line policies and expectations
concerning administrative practices, including but not limited to leave
authorization, responding to Suspense items, and completing TMS educational
requirements.
(7) Attends and participates in administrative and informational meetings held
by the Social Work Director/Deputy Director, Service Line Leader (or designee),
Chief of Staff, and/or Facility Director.
(8) Maintains current knowledge of, and practices in accordance with, Joint
Commission requirements.
(9) Protects printed and electronic files containing sensitive data in
accordance with provisions of Federal privacy acts and confident! iality statutes.
Follows regulations and instructions regarding release of sensitive or
protected.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
The following are requirements for appointment as a social worker in the Veterans Health Administration (VHA):
a. Citizenship: Be a citizen of the United States.
b. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work! may not be substituted for the master's degree in social work.
! c. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the masterÂ's degree level. VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, masterÂ's level within 3 years of their appointment as a social worker.
d. Physical Requirements: The physical demands of this position involve primarily walking, talking, driving, use of the telephone, etc. Strenuous physical activity is not required although the incumbent is expected to withstand pressure and stress as part of their day-to-day activities. A physical examination prior to employment is required.
e. English Proficiency: Social workers must be proficient in spoken and written English.

GRADE REQUIREMENTS:
GS-9 Social Worker:
(a) Experience, Education and Licensure: GS-9 is the entry level grade for the GS-185 social work series and is used for social workers with less than one year of post-MSW experience and for social workers who are not yet licensed or certified at the independent practice level. Social workers at the GS-9 level are working toward completion of prerequisites for licensure or certification. In addition, the candidates must demonstrate the KSAs in subparagraph (b) below.
(b) Demonstrated Knowledge, Skills, and Abilities
1. Ability to provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational, and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological), and the differential influences of the environment, society, ! and culture.
2. Ability to work with patients and families who are ! experiencing a variety of psychiatric, medical, and social problems utilizing individual, group, and family counseling skills. Work with more complex problems is done under close supervision. With guidance from the social work supervisor, ability to assess the psychosocial functioning and needs of patients and their family members, and to formulate and implement a treatment plan, identifying the patientÂ's problems, strengths, weaknesses, coping skills, and assistance needed.
3. Basic knowledge of psychosocial treatment modalities and, under supervision, ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques.
4. Ability to establish and maintain effective working relationships with clients, staff, and representatives of community agencies. Ability to communicate effectively, both orally and in w! riting, with people from varied backgrounds.
5. Knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology.
6. Basic skill in the use of computer software applications for drafting documents, data management, and tracking. Ability to learn and utilize software programs in use by VHA.
GS-11 Social Worker:
(a) Experience, Education and Licensure: Promotion to the GS-11 full performance level requires completion of a minimum of 1 year of post-MSW degree experience in the field of health care social work (VA or non-VA experience) and licensure or certification in a state at the independent practice level. OR, in addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required 1 year of professional social! work experience in a clinical setting. In addition, the candidate must! demonstrate the KSAs in subparagraph (b) below.
(b) Demonstrated Knowledge, Skills, and Abilities
1. Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.
2. Ability to independently assess the psychosocial functioning and needs of patients and their family members and to formulate and implement a treatment plan, identifying the patientÂ's problems, strengths, weaknesses, coping skills and assistance needed, in collaboration with the patient, family and interdisciplinary treatment team.
3. Ability to independently conduct psychosocial assessments and provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological) and the differential influences of the environment, society ! and culture.
4. Knowledge and experience in the use of medical and mental health diagnoses, disabilities and treatment procedures. This includes acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology.
5. Knowledge of psychosocial treatment and ability to independently implement treatment modalities in working with individuals, families and groups who are experiencing a variety of psychiatric, medical and social problems to achieve treatment goals. This requires independent judgment and skill in utilizing supportive, problem solving or crisis intervention techniques.
6. Ability to independently provide counseling and/or psychotherapy services to individuals, groups and families. Social workers must practice within the bounds of their license or certification. For example, some states may require social workers providing psychotherapy to have a clinical level of licensure.
7. Ability to provi! de consultation services to other staff about the psychosocial needs of! patients and the impact of psychosocial problems on health care and compliance with treatment. Ability to provide orientation and coaching to new social workers and social work graduate students. Ability to serve as a field instructor for social work graduate students who are completing VHA field placements.
8. Ability to independently evaluate his/her own practice through participation in professional peer review case conferences, research studies, or other organized means.
9. Knowledge and skill in the use of computer software applications for drafting documents, data management, and tracking, especially those programs in use by VHA.
Physical Requirements: The work may require using appropriate methods or resources to physically restrain veterans who present a danger to self or others. The work may also require accommodating the needs of physically disabled veterans. Day-to-day work involves sitting, walking, standing and carrying light objects su! ch as medical records.
