The UW Department of Neurology and the Department of Psychiatry and Behavioral Sciences have combined administrative and financial services to create the Administrative Service Team (AST) to support both Departments. The Pre Award Service Team is looking for an outstanding Budget/Fiscal Analyst Lead . This position reports to the Pre-Award AST Team Manager for the Department of Neurology and the Department of Psychiatry and Behavioral Sciences. This ServiceTeam provides pre-award services for three Departments: Neurology, Psychiatry and Obstetrics and Gynecology. The Service Team prepares and/or approves approximately 800 proposals annually for 120 Principal Investigators (faculty) that are sub! mitted to over 132 different sponsors (NIH counted only once) ! with total budgets of approximately $180 million. The team is comprised of the Manager and a Budget/Fiscal Analyst Supervisor, Budget/Fiscal Analyst Lead, and a Fiscal Specialist II.

Pre-Award AST, comprised of the Manager and four other staff members, annually prepares approximately 400 sponsor proposals for about 110 faculty with total budget requests of about $180 million. In addition, they review and approve an additional 400 proposals prepared by satellite offices or other UW departments on behalf of the Chair. This Service Team also provides training for staff and faculty in grantsmanship.

DUTIES AND RESPONSIBILITIES:
Oversee the project management of complex center grants and other multi project pre-award applications. Strong analytical and organizational skills are a must for the successful completion of each application. Keep apprised of sponsor policy, guidelines and/or changes to the Request for Application (RFA). Forecast and analyze! multiple complex project budgets. Communicate guidelines, compliance and ongoing change information to the project team. Oversee and review the work of other pre-award administrative staff working on the projects.

Train staff in the pre-award grant and contract budget and application process. Review the work of pre-award staff members to ensure quality, compliance and timeliness. Request corrections and make suggestions for overall improvement to the application.

Review GC1s and applications to prepare them for Chair approval; review proposals for accuracy and completeness; follow-up with the GC1 administrator and the budget contact regarding items needing clarification and to resolve potential problems and/or audit/compliance issues.

Provide oversight, guidance and direction to site managers/administrators on pre-award issues

Develop complex budgets for grants, contracts, and other funding requests; prepare appropriate UW and sponsor re! lated applications and forms for proposed grants, contracts and other a! greements; work with faculty, staff, central UW offices, subcontractors and sponsor to successfully complete and route grant applications to sponsors and bring awards into the UW;

Interpret complex sponsor, federal, state and UW guidelines and effectively communicate information to faculty and staff.

Educate faculty and staff on the preparation of proposals, including specific applications, program budgets, Electronic Grant Contract Form 1's (eGC1s), UW and sponsor guidelines and timelines. This may entail developing training materials and presenting to the faculty and/or staff.

Identify possible problem areas and consult with the funding agencies to resolve these problems and clarify complex budget requirements and unique compliance issues that deviate from the normal requirements.

Take the lead in identifying process improvements and lead the team effort to move forward with the improvements.

Interpret sponsor and UW research d! irectives, adapt them to department procedures and communicate the new research directives to faculty and site administrators/managers.

Write, analyze and revise service team pre-award guidelines, policy and procedures.

Ensure adequate audit trails and internal controls are followed and are in compliance with policies and procedures set at the Federal, State and UW levels.

Work with sponsors and UW central offices to provide information and documentation on pending awards. Communicate to-be-awarded information to the post-award team.

Provide faculty and staff administrative research orientation. Revise and develop orientation materials. Ensure that new faculty and staff have the tools and systems access needed for proposal submissions (SAGE, eRA Commons, OPUS, MyFinancial Desktop, templates, ADOBE etc.).

Review budget advances submitted by site managers/administrators.

Supervise at least 1 FTE (Fiscal Specialist 2) and p! articipate in the hiring, recruitment, training and evaluations of the ! staff.

May direct the work of others.

Requirements:
Bachelor's Degree with major study in accounting, business administration, or related field plus two years of work experience as a Fiscal Specialist II or Budget/Fiscal Analyst.

  • Excellent verbal and written communication skills a must.
  • Proficient in Microsoft Word, Excel, Access and SharePoint.
  • Experience working in UW systems â€" SAGE, OPUS and MyFinancial Desktop.
  • Two years of experience working in academic pre-award research administration.
  • Working knowledge of UW and NIH research application requirements.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal req! uirements, such as a license/certification/registration.

Condition of Employment:
